In a speech made at a function of the Jewish Board of Deputies in 2013 then Minister of Justice and Constitutional Development Jeff Radebe prefaced this problem by saying the following and I quote. 'Although as a country, South Africa has made enormous strides particularly in eradicating formal inequalities and establishing flourishing democratic institutions, however, hate crimes have from to time reared their ugly heads. The events of the last two weeks did very little to suggest that South Africa is a non-racial society. Today in Rights and Recourse we examine the efficacy of existing legislation to deal with hate crimes and how can we as a people respond to this without losing our own humanity. Our guests are Deputy Minister of Telecommunications and Postal Services Professor Hlengiwe Mkhize, Bishop Malusi Mpulwana Secretary General of the South African Council of Churches and Ms Sheniece Linderboom Acting Executive Director of the Freedom of Expression Institute.
