Section 16(2) states that the right to freedom of expression does not extend to -
(a) propaganda for war;
(b) incitement of imminent violence; or
(c) advocacy of hatred that is based on race, ethnicity, gender or religiion, and that constitutes incitement to cause harm.

Right to protest
The right to protest ensures that South Africans are free to express their views on any issue that affects them.
Section 17 of the Constitution protects the right to assembly, demonstration, picket and petition - "Everyone has the right, peacefully and unarmed, to assemble, to demonstrate, to picket and to present petitions."
